NNSTOY Reopening Survey Summary

The National Network of State Teachers of the Year (NNSTOY) is an organization of accomplished, highly effective teacher leaders focused on improving practice, policy, and advocacy through the lens of equity.
An NNSTOY member survey of more than 280 State Teachers of the Year and Finalists conducted between July 22 and July 31 showed only 38.7% of their states and 54.2% of their school districts formally involved teachers in reopening planning. NNSTOY members believe that State department of education and school district leaders that seek to safely maximize student learning need to collaborate, partner, and seek dialogue with teacher leaders in their reopening planning and implementation.
State Teachers of the Year and Finalists strongly believe that reopening schools should be done very carefully and incrementally with an abundance of caution. The survey of NNSTOY members showed 89.8% agree or strongly agree that full-time face-to-face instruction in their state should be delayed beyond the normal start date for this school year. The strongest support for safety measures to accompany face-to-face instruction were mandatory face masks for students and staff (98.2%), reduced class size (98.2%), ensuring adequate classroom ventilation (98.2%), daily classroom cleaning and disinfection (98.6%), and providing remote work arrangements for staff with elevated health risks to contracting Covid-19 (98.6%).
As one of our members pointed out in their survey response, "School is open even when buildings are closed." 2015 National Teacher of the Year Shanna Peeples has written, "A school is a promise a community makes to itself."  Teachers need to be involved in the decision-making process of when and how to resume face-to-face instruction in a way that keeps this promise while protecting the lives and health of teachers, children, and families.
